Quasi-Government
The National Social Security Fund (NSSF) is a quasi-government agency founded in 1985 to provide social security services to employees in Uganda. NSSF is a provident fund mandated by the government of Uganda for the employers and employees in the private sector, not covered under the Government Retirement Scheme. This fund is a contributing scheme responsible for collecting, safekeeping, responsible investment, and distributing retirement funds for private-sector employees. Being the largest pension fund in the East African Region, the Uganda National Social Security Fund manages assets worth over UGX 14 million invested in Fixed Income, Equities, and Real Estate Assets.

Addressing Audit Gaps and Strengthening Privileged Access Governance
Over time, NSSF recognised growing concerns around trust within IT operations and the management of privileged access. Privileged Access Management (PAM) had increasingly become a critical component of IT security, particularly across East Africa, where private-sector organisations in banking and telecommunications had rapidly adopted such solutions and even established dedicated PAM offices.
Government-sector organisations had also embraced PAM to meet audit requirements and regulatory benchmarks. As a quasi-government agency, NSSF experienced a decline in audit ratings due to limited control over user actions within its IT environment and the absence of a structured process to manage privilege delegation.
After identifying these gaps, NSSF defined clear objectives for its PAM initiative:

NSSF successfully implemented Sectona PAM and used the solution for over two years, gaining comprehensive control and monitoring capabilities through a centralised management console.
The organisation found the platform intuitive and cost-effective, delivering strong value for money while meeting evolving security requirements. As NSSF entered its third year of deployment, the solution continued to meet operational needs without disruption.
Most notably, Sectona helped NSSF resolve longstanding audit rating challenges. By strengthening visibility, governance, and session monitoring, the organisation significantly improved its audit outcomes and matured its overall compliance standing.
